China improves the motivation and restraint system of mineral resources saving

On November 4,in CHINA MINING 2013, the mineral reserve department of the Ministry of Land and Resources held the forum” Popularization and Application of Advanced and Applicable Technology for Mineral Resources Saving and Comprehensive Utilization" with Chinese Academy of Land and Resources Economics, which focused on the significant improvement that the applicable and advanced technology effected to the development the exploitation and utilization of resources, and built the communication platform for the advanced technology of mineral resources` saving and comprehensive utilization. This forum attracted more than 130 guests from home and abroad.
Xu Dachun, the deputy director of the mineral reserve department of the Ministry of Land and Resources, interpreted the motivation and restraint system of the mineral resources` saving and comprehensive utilization from a policy perspective. He said that the mineral resources` saving and comprehensive utilization achieved the constant innovation of economic policy, the constant perfection of the technology policy, the continuous specification of canonical constraint, constant consolidation of working foundation, continuous strengthen of government services and the constant improvement of regulation`s efficacy. Firstly, used the central finance to establish a special fund for the mineral resources` saving and comprehensive utilization, rewarded the mine enterprises with remarkable achievements of the mineral resources` saving and comprehensive utilization, supported the priority project and demonstration base. Secondly, set up applicable and advanced technology popularization directory system, and published 99 applicable and advanced technologies in two years. Thirdly, carried out the first survey and estimate of the important mineral resources’ “three rates” since new China was founded, established a uniform evaluation indicator system. Fourthly, published and implemented the "three rates" index requirements of five minerals’ reasonable development and utilization. Fifthly, strengthened government services through organizing the academician forum of advanced technology, experience exchange meeting, live promotion and founded data communications platform, promotion column, etc. Sixthly, strengthened the yearly check of mining right, mine reserves’ dynamic supervising and managing, mineral inspector and such supervision measures, researched and opened the exploration’s annual check information reported system, mineral inspector reported system, in order to improve the supervision efficiency. The next step is to focus on the further implement of enterprise`s entity responsibility about the mineral resources` saving and comprehensive utilization, improve the incentive and restraint system of economic policy focused and integrated utilization of technology, administration and law, explore and establish approval system of relating exploration level and mineral land use, actively construct assessment methods and incentive mechanism of mineral resources protection reflecting the requirement of ecological civilization (Fan Jitao) (Translated by TLRHVC)
